Kommentar
Bereits seit der Antike standen Fragen hinsichtlich variierender Organisationsformen der Gesellschaft im Mittelpunkt der Debatte über Sinn und Zweck des Staates. Die philosophisch-rechtliche Absicht dessen bestand nicht allein in einer Legitimierungsfindung bestehender politischer Systeme bzw. ihrer Aufrechterhaltung, sondern in der Herausstellung eines komplexen Ethos rundums Staatswesens als solchen. Wiedergespieglet wird das in den Worten J.F. Kennedys: "Fragt nicht was, was euer Land für euch tun kann. Fragt lieber, was ihr für euer Land tun könnt." Die Evolvierung des Gedankens über Sinn und Zweck des Staatswesens wurde auch in den Pariser- und Römischen Verträgen weiterentwickelt, sodann dem Vertrag von Maastricht und insbesondere dem Vertag von Lissabon. Sie stehen Pate einer multilateralen und multikulturellen Herausforderung zur neuen Identitätsgestaltung, sogleich Ethosbildung der Mitgliedstaaten der EU. Darin soll eine neue Theorie vom Staatswesen zum Ausdruck gebracht werden. Basierend auf dem Vorangegangenen soll sich das Seminar mit der Evolution des Staatswesens beschäftigen, um auf Basis dessen der Frage nach einem allgemein akzeptablen Ethos für die kosmopolitische Identität der EU nachgehen.

Comment
Since antiquity, questions about the varying forms of organization of society have been at the center of the debate on the meaning and purpose of the state. The philosophical and as well as legal intention of this was not only to establish a kind of legitimacy of existing political systems or to maintain them, but to highlight a complex ethos of the entire state. Reproduced in the words J.F. Kennedy: "Do not ask what your country can do for you, but ask what you can do for your country." The evolution of the idea of the meaning and purpose of the state was further developed in the Paris and Rome Treaties, then the Maastricht Treaty and, in particular, the Lisbon Treaty. They are the inspiration for a multilateral and multicultural challenge to the new identity, and immediately for ethos of the EU member states. In it, a new theory of the state is to be expressed. Based on the foregoing, the seminar will look at the evolution of the state to explore the question of a generally acceptable ethos for the EU's cosmopolitan identity.
