Comment
This course examines how public policy is made in the European Union, focusing on the actors, institutions, and processes that shape policy outcomes across different domains. Rather than treating the EU primarily as a historical or legal project, the course approaches it as a complex policymaking system in which multiple levels of governance, competing interests, and diverse institutional logics interact. The course is structured in three parts. The first part introduces the EU as a political system and traces the historical development of European integration, providing the necessary background to understand why and how policymaking at the EU level has evolved. The second part focuses on the core institutions and decision-making processes, with particular emphasis on the ordinary legislative procedure, the role of political parties, and the influence of interest groups. The third part applies these insights to key policy areas—such as migration, foreign and security policy, and digital regulation—highlighting how policymaking dynamics vary across sectors. Throughout the course, students engage with real-world policymaking through simulations, applied exercises, and discussions of current political debates. By the end of the course, students will be able to analyze EU policymaking as a dynamic and multi-level process, identify the roles of different actors, and critically assess policy outcomes across different domains.
