Comment
Governments today run on code as much as on policy. As states deliver public services, regulate emerging technologies, and protect critical infrastructure through digital systems, understanding the architecture of the "tech state" is essential for anyone working in or with government. This course examines how digital public infrastructure, algorithmic governance, data policy, and cybersecurity are reshaping the public sector. Students will explore core themes including digital identity and tech sovereignty, AI regulation, data governance, cyber resilience, and digital inclusion. The course draws on comparative perspectives from the OECD, EU, African Union and ASEAN, and features guest lectures and case discussions with practitioners from institutions such as the European Commission. Through a mix of lectures, film analysis, and an interactive policy lab, students will develop the analytical and practical skills to evaluate, design, and critique digital government policy in an era of rapid technological change.
