Within only four years, the world has witnessed two major energy crises centrally involving fossil fuel markets. Against the backdrop of a geopolitically charged global market environment in which energy security is hardly delivered by markets alone, the question arises what lessons can be drawn from country cases with limited financial firepower facing a strong imperative for policy innovation in times of energy emergencies. The present Capstone project will empirically assess and analyze distinct sets of policy mixes responding to energy crises focusing on evidence beyond industrialized nations. The project will adopt a comparative case-study design, focusing on 3–4 non-OECD economies across distinct regions to analyze contrasting policy choices under fiscal constraints. It will seek to identify cases of best practice aimed at informing German and EU policy action, whilst bearing in mind the limitations of international policy transfer. Special attention will be placed on short-term market intervention (e.g., fuel subsidies, price caps) versus structural measures, highlighting the trade-offs between immediate socio-economic mitigation and long-term energy resilience. The Capstone will synthesize the findings in the shape of a number of clear-cut policy recommendations for the client. The client of this Capstone project is the Division "Energy Security” within the German Federal Ministry for Economic Affairs and Energy.
